Data validation consists of a series of internal controls and quality assurance techniques established to verify the accuracy, validity and reliability of data. The Employment and Training Administration (ETA) has established a shared data validation framework across programs, including Office of Apprenticeship (OA)-managed grants, ensuring that all program data consistently and accurately reflect grant performance.

In December 2025, ETA published Training and Employment Guidance Letter (TEGL) 23-19, Change 3, Guidance for Validating Required Performance Data Submitted by Grant Recipients of U.S. Departments of Labor (DOL) Workforce Programs, the latest version of the Agency’s data validation guidance. During this event, Office of Apprenticeship staff will provide an overview of this guidance, as applicable to OA-managed grantees, including:
- A list of data elements to be validated,
- allowable source documents,
- source documentation parameters,
- implementation guidelines, and,
- important highlights for policy provisions at the grantee level.
Grantees will learn how to ensure their internal processes and protocols support consistent and accurate programmatic performance data.
